Update Contact Selected Personnel

Purpose

Updates the selected personnel associated with a contact.

Note: The route is registered in the API, and success/error messages exist in configuration, but the handler method for this endpoint was not found in the codebase. Request body fields and exact update behavior could not be confirmed from implementation.
